Any district that is a member of their local Education Service Center is eligible to utilize ECPA contracts with awarded vendors.

Yes, ECPA contracts can be accessed by districts through the Spendbridge and Indigo purchasing platforms if your distirct chooses to utilize a purchasing platform.

Indiana code IC 5-22-4-7 states that a governmental body may enter into an agreement with other governmental bodies under IC 36-1-7 to form a cooperative purchasing organization.  Indiana code IC 20-20-1-2 states that ESCs are an extended agency of school corporations in Indiana.
